    A viscous incompressible fluid moving in a two-dimensional flat torus is considered under the assumption of a reasonable Reynolds number R. The authors investigate the influence of particular external forces, for which the stationary state remains attractive for any Reynolds number R. It is shown, that they also have a neighbourhood for which this stability property holds, and where therefore no turbulence exists. For other external forces and large R, chaotic motions are still able to occur.
