    Let \(C_ p(1\leq p<+\infty)\) denote the Banach space of all compact operators on a complex Hilbert space whose s-numbers are in \(\ell^ p\). If \(A=(a_{mn})\) is an \(N\times N\) matrix and \(1\leq p,q\leq +\infty\) define a bilinear mapping \(B_ A\) from \(L^ N_ 2(C_ p)\times \ell^ N_ 2(C_ q)\) into \(C_ r\) (for a certain r) by \[ B_ A((S_ m)^ N_{m=1}\times (T_ n)^ N_{n=1})=\sum^{N}_{m,n=1}a_{mn}S_ mT_ n. \] In this paper conditions under which \(B_ A\) is bounded by \(\| A\|_{\infty}\) are given. In particular it is shown that whenever \(r\geq r(p,q)\) (for a certain number r(p,q) determined by p and q) then \(B_ A\) is bounded by \(\| A\|_{\infty}\), and this result is sharp in a certain sense. In addition a characterization of general Banach algebras for which an analogous result holds is also given.
