Let \(R=A[X]\) be a polynomial ring over a Noetherian commutative ring A, and let I be an ideal in R that contains a monic polynomial. Then I is generated by \(\mu (I/I^ 2)\) elements, where \(\mu\) denotes the minimal number of generators. The authors investigate the question of whether \(\mu (I)=\mu (I/I^ 2)\).
