Let \(dm\) be the induced surface area measure on a smooth, compact hypersurface embedded in \({\mathbb R}^3\) or in the torus \({\mathbb T}^3\). Let \(f\) be a smooth function supported away from the boundary of the hypersurface. The authors investigate the decay properties of the Fourier transform \(\hat\mu\) of the measure \(d\mu=f\,dm\) at infinity. Under a certain nondegeneracy condition, the authors prove that \(\hat\mu\in L^{4+\beta}\), \(\beta>0\), and they give a logarithmically divergent bound on the \(L^4\)-norm. The authors use this latter bound to estimate almost singular integrals involving the dispersion relation, \(e(p)=\sum_1^3 [1-\cos p_j]\), of the discrete Laplace operator on the cubic lattice.
