The authors first create the notion of a variable time scale, that is a subset of \(\mathbb{R}^n \times \mathbb{R}\) such that all projections to the first coordinate are time scales in the usual sense. Then the authors introduce so--called DETCV, a class of differential equations on variable time scales together with transition operators that connect different time scales. Subsequently, a theory of existence and uniqueness for solutions of DETCV is established. The second part of the paper is devoted to B-topology, B--equivalence, B--stability, these are previous concepts due to the authors that are useful for investigating the relation of DETCV to classical impulsive differential equations. Also periodicity, boundedness and stability of solutions are considered.
