A new approach for studying chaos in perturbed conservative systems is presented. It is theoretically proved that chaos in conservative systems as the perturbation increases is due to multiplication of hyperbolic and elliptic cycles and has nothing to do with the classical separatrix splitting in Hamiltonian systems. Theoretical results are exemplified by numerical examples.
