The author generalizes his own results on approximation by radial bases to arbitrarily scattered data. Then, he obtains a more accurate order of approximating functions and their derivatives. Using these radial bases he builds up solutions to the biharmonic equation and derive the order of approximation to the exact solution in potential form.
