Quantum homogeneous spaces of non-regular locally compact quantum groups, the quantum ``\(ax+ b\)'' [\textit{P.\,M.\thinspace Soltan}, Rev.\ Math.\ Phys.\ 17, No.\,3, 313--364 (2005; Zbl 1088.46041); \textit{S.\,L.\thinspace Woronowitcz}, Compact quantum groups.\ Connes, A.\ (ed.) et al., Quantum symmetries/Symétries quantiques.\ Proceedings of the Les Houches summer school, Session LXIV, Les Houches, France, 1995.\ Amsterdam: North-Holland.\ 845--884 (1998; Zbl 0997.46045)] and quantum E(2) groups [\textit{S.\,L.\thinspace Woronowicz}, Lett.\ Math.\ Phys.\ 23, No.\,4, 251--263 (1991; Zbl 0752.17017); Commun.\ Math.\ Phys.\ 149, No.\,3, 637--652 (1992; Zbl 0759.17009); \textit{W.\,Pusz} and \textit{P.\,M.\thinspace Soltan}, On some low-dimensional quantum groups, \url{arXiv:0712.3369v19}] by their classical subgroups are constructed. The action of a quantum group is shown to be continuous in both cases (Thm.\ 3.1, Prop.\ 4.1 and Cor.\ 4.3). Then these constructions are shown to work for general bisimplifiable Hopf \(C^*\)-algebras, not only for locally compact quantum groups (Thm.\ 5.1.) Bisimplificable Hopf \(C^*\)-algebra are called proper \(C^*\)-bialgebras in [\textit{T.\,Masuda}, \textit{Y.\,Nakakgami} and \textit{S.\,L.\thinspace Woronowicz}, Int.\ J.\ Math.\ 14, No.\,9, 903--1001 (2003; Zbl 1053.46050)]. Precisely, the action of \(\mathbb{G}=(A,\Delta)\), where \(A\) is a bisimplifiable Hopf \(C^*\)-algebra on \(\mathbb{G}/\mathbb{K}\) and \(\mathbb{K}=(C,\Delta_C)\) is a compact quantum group, is shown to be continuous. Definitions and discussions of this paper are given in \(C^*\)-algebraic language without using von Neumann algebras. \S 2 rephrases the theory of actions of locally compact groups on \(C^*\)-algebras in a language suitable for quantum groups. Various conditions defining continuity of a group action in a language adaptable to a more general context of quantum groups are given as Prop.\ 2.3. A simplified characterization of quantum groups under consideration without using the technically complicated definition of a locally compact quantum group [cf.\ \textit{J.\,Kustermans} and \textit{S.\,Vaes}, Ann.\ Sci.\ Éc.\ Norm.\ Supér.\ (4) 33, No.\,6, 837--934 (2000; Zbl 1034.46508)] is also given. The authors apply the theory of \(C^*\)-algebras generated by unbounded operators [\textit{S.\,L.\thinspace Woronowicz}, Rev.\ Math.\ Phys.\ 7, No.\,3, 481--521 (1995; Zbl 0853.46057)] in this section. \S 3 and \S 4 deal with quantum quotients of the quantum ``\(az+ b\)'' groups quantum E(2) groups. Precise definitions of these groups are given. The subgroups in consideration are \(\Gamma= \{q^{it}\mid t\in \mathbb{R}\}\) in both cases. The authors say that the choice of the deformation parameter \(q\in]0,1[\) is not important in this paper. To show continuity, results in [\textit{W.\,Pusz} and \textit{P.\,M.\thinspace Soltan}, ``Analysis on a homogeneous space of a quantum group'', Preprint (\url{arXiv:QA/0509610v3})] are essentially used. Then these continuity results are extended to the general case in \S 5.
