The paper considers the following neural network with variable delays \[ x_i'(t) = -c_i x_i(t) + \sum_{j=1}^n a_{ij}g_j(x_j(t)) + \sum_{j=1}^n b_{ij}f_j(x_j(t-\tau(t))) + u_i, \] where \(c_j\geq 0\), \(f\) and \(g\) are Lipschitz continuous functions with \(f_j(0)=g_j(0)=0\), and \(\tau(t)\geq 0\) is the time delay. The main result provides conditions and estimates for positive invariant and globally attractive sets of this system. The sets are constructed using the Lyapunov function approach.
