    Let \(\alpha\) be a globalizable partial action of a polycyclic by finite group \(G\) on a (unital associative) ring \(R\), and let \((T,\beta)\) be an enveloping action for \(\alpha\), i.e. a global action \(\beta\) of \(G\) on a ring \(T\) such that \(R\) is an ideal in \(T\), \(\alpha\) is the restriction of \(\beta\) on \(R\) and \(T=\sum_{g\in G}\beta_g(R)\). Write the skew group ring by \(\beta\) as \(S=T*_\beta G=\sum_{g\in G}Tu_g\) and consider \(U=\sum_{g\in G}Ru_g\subseteq S\). The authors prove that if \(R\) is right Noetherian then \(U\) is a right Noetherian \(S\)-module. As a consequence this shows that if \(R\) is right Noetherian then the partial skew group ring \(R*_\alpha G\) is also right Noetherian. Furthermore, the authors reduce the description of the prime ideals of partial skew group rings of polycyclic by finite groups over right Noetherian rings to that of usual skew group rings over prime right Noetherian rings. The latter is known and due to \textit{D. S. Passman} [Trans. Am. Math. Soc. 301, 737-759 (1987; Zbl 0619.16007)]. Finally, the obtained results are applied to establish bounds for the Krull dimension and the classical Krull dimension of \(R*_\alpha G\).
