The graph sigma is a topological graph \(\sigma\) consisting of a circle together with an interval attached at one of endpoints to the circle. The main result of the paper is the following: If \(T\) is the universal covering of the graph \(\sigma\) and \(F: T\to T\) is continuous and of degree one, then the rotation set \(\text{Rot}(F)\) is the union of finitely many compact intervals. Furthermore, all rational points in \(\text{Rot}(F)\) are rotation numbers of periodic points. The proof makes use of the notion of positive covering whose properties provide tools for finding periodic points. Another key to the proof is a partition of the space \(T\) according to dynamical properties.
