    The authors present a class of nonstrictly hyperbolic \(2\times 2\) systems of conservation laws in one space dimension that admit structurally stable Riemann solutions without an intermediate constant state. This phenomenon contrasts to what is known for strictly hyperbolic systems of conservation laws, in which the presence of constant state is necessary for the structural stability of Riemann solutions.
