Let \((M,g)\) be a Riemannian manifold with spectral cusp like singularities of the form \(g=dx^2+x^{-2a}h\) for some positive constant \(a\). Such metrics in a sense interpolate between cylindrical and hyperbolic metrics. The authors consider the spectrum of the \(p\)-form valued Laplacian and show that the resolvant of this operator extends to a meromorphic function on the logarithmic cover of \(\mathbb{C}\) taking values in the bounded operators between weighted \(L^2\) spaces. The authors construct generalized eigenforms as well as the meromorphic continuation of the scattering matrix. They discuss the asymptotic expansion of these generalized eigenforms at the cusp and show that the scattering matrix satisfies a functional equation. \S1 of the paper is an elegant introduction to the subject at hand, \S2 discusses the geometry and spectral theory of the generalized cusp, \S3 extends this to discuss the spectral theory on manifolds with generalized cusps, \S4 presents additional properties of the stationary scattering matrix, \S5 discusses possible future extensions, and \S6 is an appendix discussing the Weber transform.
