Let \(K\) be an Artin-Schreier extension of \(\mathbb{F}_q(T)\) and let \(\mathbb{B}\) be the integral closure of \(\mathbb{F}_q[T]\) in \(K\). The authors give an explicit description of \(\mathbb{B}\) as a \(\mathbb{F}_q[T]\)-module in terms of the reduced rational function in \(\mathbb{F}_q(T)\) that appears in the Artin-Schreier equation defining \(K\). Given an Artin-Schreier extension \(K\), the authors then looks at a character \(\chi_K\) on the set of monic polynomials in \(\mathbb{F}_q[T]\) associated to the order on \(\mathbb{B}\) which is defined using the Hasse symbol. The authors find a formula for the average value of the L-functions of such characters for a particular collections of Artin-Schreier extensions. They do a detailed study for characteristic 3 fields. This work is a generalization of \textit{Y.-M. J. Chen} [J. Number Theory 128, No. 7, 2138--2158 (2008; Zbl 1217.11107)] who worked out the case of characteristic 2 fields. Before this \textit{J. Hoffstein} and \textit{M. Rosen} in [J. Reine Angew. Math. 426, 117--150 (1992; Zbl 0754.11036)] computed a formula for the average values of \(L\)-functions associated to quadratic extensions of \(\mathbb F_q(T)\) for \(q\) odd.
