Let \(\overline{\mathcal{A}}\) be an essential arrangement of lines in \(\mathbb{C}\mathbb{P}^2\), and let \(F\) be its Milnor fiber in \(\mathbb{C}^3\). The authors provide a combinatorial condition on \(\overline{\mathcal{A}}\) which guarantees the vanishing of the monodromy eigenspace: If there is a line in \(\overline{\mathcal{A}}\) which contains at most one point of multiplicity divisible by a prime \(p\), then \[ H^1(F,\mathbb{C})_\lambda=0 \] for all complex numbers \(\lambda\) whose order is a power of \(p\) dividing the number of lines (Theorem 2). This improves an earlier result of \textit{A. Libgober} [in: Trends in singularities. Basel: Birkhäuser. 141--150 (2002; Zbl 1036.32019)]. The above mentioned result is obtained from the modular bound of the local system cohomology groups (given by \textit{S. Papadima} and \textit{A. I. Suciu} [Trans. Am. Math. Soc. 362, No. 5, 2685--2721 (2010; Zbl 1195.55005)]), that is \[ \dim_\mathbb{C} H^1(F,\mathbb{C})_\lambda \leq \dim_{\mathbb{F}_p}\quad (\text{the first cohomology of the Aomoto complex over \(\mathbb{F}_p\)}). \] The authors use two degenerations (the total degeneration and the directional degeneration) to show that the right-hand side of the inequality is zero under the assumption of the main theorem stated above.
