The target of this paper is the dimension reduction (concentration) and homogenization of an electrical conduction problem occurring in a class of composite nanomaterials. The novelty is linked to the specific scaling of the physical quantities characterizing the dielectric component of the composite. As a direct consequence of the chosen scaling, the obtained homogenized equations preserve a pseudo-parabolic feature. The working techniques involved suitable parameter-independent estimates as well as a periodic unfolding technique.
