    Let \(X\) be a Cohen-Macaulay projective variety of dimension \(n\). Assume that \(X\) is nonsingular in codimension 2 (hence normal) and is embedded in \(\mathbb{P}^ N\) with degree \(d\) by a very ample divisor \(H\). A polynomial type function in some cohomology classes means a polynomial in the absolute values of the numbers obtained by taking top dimensional cup products of those cohomology classes. Let \(E\) denote a semistable vector bundle of rank \(r\) and \(H\)-slope \(\mu\). The authors show that there exist universal polynomial functions \(P_ n(E)\), \(Q_ n(E)\) in \(c_ 1(E)\), \(c_ 2(E)\), \(c_ 1(X)\), \(c_ 2(X)\) and class of \(H\) such that (1) \(\dim H^ q(X,E)\leq P_ n(E)\) for \(q\geq 1\), (2) \(H^ q\bigl(X,E(kH)\bigr)=0\) for \(q\geq 1\), \(k\geq Q_ n(E)\), (3) \(E(kH)\) is globally generated for \(k\geq Q_ n(E)+n\), (4) \(\dim H^ 0(X,E)\leq F_ n(\mu,d)\) if \(\mu\geq 0\), where \(F_ n\) is a universal polynomial with positive coefficients in the variables \(\mu,d,d^{-1}\), has degree \(n\) in \(\mu\) and depends only on \(r\) and \(n\). The proof uses Flenner's semistable restriction theorem and Castelnuovo- Mumford theory of \(m\)-regular sheaves. -- The theorem is applied to obtain bounds on higher Chern classes of \(E\) in terms of first two Chern classes, bounds on the dimension of the moduli spaces of vector bundles with fixed Chern classes, bounds on degrees of zero schemes of sections of \(E\) and consequently (upper) bounds for degrees of Weierstrass schemes on smooth projective varieties. The last application was the motivation for this work.
