    Let \(E\) be a complex Banach space and let \(A\) be a linear closed operator with the domain \(D(A)\). Assume that \(A\) generates a \(C_0\)-semigroup \(U(t)\). Let \(\eta(t)\) be a measurable and locally integrable on \([0,+\infty)\) function. Consider the following non-local problem \[ u'(t)=Au(t),\quad \int_0^{+\infty}\eta(t)u(t)\,dt=u_1. \] Suppose that there exists \(\lim_{t\to+0}\eta(t)=\beta\ne0\), \(\eta(t)\in BV[0,\tau]\) for each \(\tau>0\) and \(\mathrm{Var}\{\eta\}|_0^\tau\leq const\cdot e^{\gamma\tau}\) for some \(\gamma>0\). If the semigroup \(U(t)\) is superstable, then the non-local problem has a unique (generalized) solution iff \(u_1\in D(A)\). The generalized solution has the form \(u(t)=U(t)u_0\) and an explicit formula for \(u_0\) is given. Applications to non-negative semigroups, to finite measures, to nilpotent semnigroups are given. An example for the PDE \(u_t+u_x+a(x)u=0\) is considered.
