    An idempotent quasigroup \((Q,\circ )\) of order \(n\) is equivalent to an \(n(n-1)\times 3\) partial orthogonal array in which all of the rows consist of 3 distinct elements. Let \(X\) be an \((n+1)\)-set. Denote by \(T(n+1)\) the set of \((n+1)n(n-1)\) ordered triples of \(X\) with the property that the 3 coordintaes of each ordered triple are distinct. An overlarge set of idempotent quasigroups of order \(n\) is a partition of \(T(n+1)\) into \(n +1\) \(n(n-1)\times 3\) partial orthogonal arrays \(A_{x}\), \(x\in X\) based on \(X- \{x\}\). An overlarge set of idempotent quasigroups of order \(n\) invariant under conjugation by the subgroup \(H=\langle (1) \rangle\) of \(S_3\) is denoted by OLIQ\((n)\). In this paper, the authors show using PBD constructions that there exist OLIQ\((n)\) for \(n\) a positive integer and \(n\notin \{6,8,11,14,17,18,22\}\).
