It is well known that the Lyapunov irregular set (i.e., the set of points for which the Oseledec averages of a given continuous cocycle diverge) is negligible with respect to any invariant measure. Motivated by the formalization of the Mañé results, the author considers the size of this set from the topological point of view (see also related papers [\textit{F. Abdenur} et al., Isr. J. Math. 183, 1--60 (2011; Zbl 1246.37040); \textit{A. Furman}, Ann. Inst. Henri Poincaré, Probab. Stat. 33, No. 6, 797--815 (1997; Zbl 0892.60011)]). The main result states the following. Let \({f:X\to X}\) be a homeomorphism of a compact metric space~\(X\) and \(A:X\to \mathrm{GL}(m,\mathbb{R})\) be a Hölder continuous function. If additionally \(f\) has the exponentially specification property (property introduced by author in the article) then either the Lyapunov irregular set contains a dense subset of \(X\) or all ergodic measures have the same Lyapunov spectrum. The proof essentially relies on the notion exponentially specification and on some tools from [\textit{B. Kalinin}, Ann. Math. (2) 173, No. 2, 1025--1042 (2011; Zbl 1238.37008)]. The result is applied for all mixing hyperbolic systems and also for some non-hyperbolic systems (see for example [\textit{A. Gogolev}, Ergodic Theory Dyn. Syst. 30, No. 2, 441--456 (2010; Zbl 1185.37040)]).
