This paper generalizes the characterization of Euclidean planes by \textit{H. Karzel} and \textit{G. Kist} [Abh. Math. Semin. Univ. Hamb. 49, 234-236 (1979; Zbl 0422.51007)] in the following way: An affine plane admitting a reflection in each line and for which the theorem of the three reflections (for lines having a point in common) holds is either a Euclidean plane or an elliptic plane of characteristic 2 (Karzel's ''Lotkerngeometrie''). By weakening the requirement on the existence of line reflections this characterization is extended to pseudo-Euclidean planes and hyperbolic planes of characteristic 2 (''elliptische Lotkerngeometrien'').
