The author gives a new construction of measures which may be used to construct \(p\)-adic \(L\)-functions. The main results are an extension (allowing one to deal with primitive L-functions) of a theorem of \textit{J. Coates} and \textit{A. Wiles} [J. Aust. Math. Soc., Ser. A 26, 1--25 (1978; Zbl 0442.12007)] in which they construct \(p\)-adic power series that interpolate special values of Hecke \(L\)-functions, and a new construction of \textit{N. M. Katz}'s two variable measure [Ann. Math. (2) 104, 459--571 (1976; Zbl 0354.14007)] which is used to construct two variable \(p\)-adic \(L\)-functions. This last result is an improvement on the author's earlier work [ibid. 115, 411--449 (1982; Zbl 0496.12010)], in which he constructs a two variable \(p\)-adic power series that is essentially the same as the one constructed by Katz. However, in his earlier work the author relies on results of Katz to prove that this new power series actually interpolates special values of Hecke \(L\)-functions. The new feature in this paper is the use of a classical identity between Eisenstein functions to give an elementary proof of the existence of the two variable measure that does not depend on Katz's results.
