    The problem formulated in the title is solved using continuous distribution of singularities on the part of the axis lying inside the body. These singularities - called Sampsonlets - are in the form of an infinite series involving Legendre and Gegenbauer polynomials of all orders. In the cases when the comparision with other results is possible the resulting drag obtained by the author coincide with the results obtained by \textit{H. Brenner} [J. Fluid Mech. 12, 35-48 (1962; Zbl 0102.198)]. The complicated form of the expressions make the paper almost unreadable and the very value of the proposed method in the age of computer is somehow disputable. Note: The present paper is continuation of the second author's article in Sci. Sin., Ser. A 27, 731-743 (1984; Zbl 0563.76041) which unfortunately was not available by the reviewer.
