    A finite subgroup \(\Theta_n\) of the group \(O(N)\) of orthogonal matrices, where \(N= 2^n\), \(n= 1,2,3,\dots\) is considered. This group has been defined in [\textit{V. M. Sidelnikov}, On one finite matrix group and codes on Euclidean spheres. Probl. Inf. Transm. 33, No. 1, 29-44 (1997); translation from Probl. Peredachi Inf. 33, No. 1, 35-54 (1997)], and is used in this paper to construct spherical designs in \(2^n\)-dimensional Euclidean space \(\mathbb{R}^N\). The author also proves that representations of the group \(\Theta_n\) on spaces of harmonic polynomials of degrees 1, 2, 3 are irreducible. This result and the earlier results in \textit{P. Delsarte}, \textit{J. M. Goethals} and \textit{J. J. Seidel} [Geometriae Dedicata 6, 363-388 (1977; Zbl 0376.05015)], \textit{J. M. Goethals} and \textit{J. J. Seidel} [Proc. Symp. Pure Math. 34, 255-272 (1979; Zbl 0404.05015)] and \textit{E. Bannai} [J. Comb. Theory, Ser. A 26, 157-161 (1979; Zbl 0464.05016)] imply that the orbit \(\Theta_{n,2}x^t\) of any point \(x\) on the sphere \(S_{N-1}\) is a 7-design in Euclidean space of dimension \(2^n\).
