The authors give a list describing all (\(48\)) principal congruence subgroups of \(\mathrm{PSL}(2,O_d)\) whose action on hyperbolic 3-space produces a link in \(S^3\). Here \(O_d\) denotes the ring of integers in \(\mathbb{Q}(\sqrt{-d})\). The result was apparently obtained ``independently'' and ``almost simultaneously'' by the second author on the one hand and the first and third on the other. This paper is a consequence of I. Agol's suggestion that they collaborate on their publications. The proof is highly computational and depends upon a number of computer programs (MAGMA, GAP, SnapPy, and the Monoid Automata Factory (MAF)). Group theoretic properties of the fundamental group of a link space which are utilized include consideration of the peripheral subgroups, lack of torsion, and Dehn filling. References are included to obtain details of the computer aided computations.
