    A sequence \(\{c_n\}\) is called almost monotone if there is a constant \(K\) such that \(c_n\leq K c_m\) for every \(n\geq m\). The main result of this article is that if the sequence of positive coefficients \(\{c_n\}\) satisfies the conditions \(\sum_{n=0}^{\infty} c_n^2< \infty\) and \(\sum_{n=0}^{\infty}c_n^2(\log\log n)^2 = \infty\) and the sequence \(\{n c^2_n\}\) is almost monotone, then there exists a system of functions \(\{\Psi_n(x)\}\) orthonormal on \([0,1]\) such that the series \(\sum_{n=0}^{\infty} c_n \Psi_n(x)\) is nowhere \((C,1)\)-summable on \([0,1]\). Using this result, the author shows that the classical Menšov condition \(\sum_{n=0}^{\infty}c_n^2 (\log\log n)^2<\infty\) is a necessary and sufficient condition for the \((C,1)\)-summability of a larger class of sequences than was proved by \textit{K. Tandori} [Acta Sci. Math. (Szeged) 18, 149--168 (1957; Zbl 0081.28901)].
