    Let \(X\) be a projective scheme over a finite field \(\mathbb{F}_q\), and let \(H\) be a very ample line bundle on \(X\). For a nonnegative integer \(k\), let \(n_k(X,H, \ell)\) denote the number of effective \(\ell\)-dimensional cycles \(V\) on \(X\) with \(\deg(H^\ell\cdot V)=k\). One of the main results of this paper shows that there is a constant \(C\) depending only on \(\ell\), \(\dim_{F_q}H^0(X,H)\) such that \(\log_qn_k(X,H,\ell)\leq Ck^{\ell+1}\) for all \(k\geq 0\), and that \(\limsup_{k\to \infty}\frac{\log_qn_k(X,H,\ell )} {k^{\ell+1}}>0\) when \(\ell\neq\dim X\). For the proof the author reduces the assertion for \(X\) to the one for \((\mathbb P^1_{\mathbb{F}_q})^n\) and employs an inductive argument using various projections to its factors. In the second half of the paper the author proves an analogous result in the realm of Arakelov geometry.
