    Let \(F\subset {\mathbb C}\) be a bounded set, and \(F_{\varepsilon}\), \(\varepsilon>0\), is its \(\varepsilon\)-parallel set. Assume that the \(k\)th curvature measure \(C_{k}(F_{\varepsilon})\) of this parallel set exists for almost all positive \(\varepsilon\). The \(k\)th scaling exponent \(s_{k}(F)\) is the most lower bound of positive values \(s\) such that the essential limit of \(\varepsilon^{s-k}C_{k}^{\mathrm{var}}(F_{\varepsilon})\) for \(\varepsilon\to 0\) vanishes, \(k=0,1,\dots,d\). The main result of the paper is the proof of the following proposition, for \(d=1,2\): Let \(F\) be a self-similar set satisfying the open set condition; its scaling exponents \(s_{k}(F)\) are greater or equal to its Minkowski dimension, for \(k=0,1,\dots,d\), if and only if \(F\) is not locally flat. The authors obtain also certain conditions for equality of the scaling exponents to the Minkowski dimension.
