    The subject of this paper is singularities and perestroikas (=bifurcations, metamorphoses, or transitions) of shock waves in plane and space \((2D\) and \(3D)\). Shocks are discontinuities of limit potential solutions of the Burgers equation with vanishing viscosity and external potential force. The author presents topological restrictions on the admissible perestroikas of shocks. In the case of a convex Hamiltonian such a classification can be extended to the so-called viscosity solutions of Hamilton-Jacobi equations.
