A symplectic manifold \((M,\omega )\) is said to be geometrically bounded if there is an \(\omega\)-compatible almost complex structure \(J\), a constant \(C > 1\), and a complete Riemannian metric \(g\) with sectional curvature bounded from above and injectivity radius bounded away from 0, such that \[ \frac{1}{C} g(v, v)\leq \omega(v,Jv)\leq Cg(v,v) \] for all tangent vectors \(v\). Hamiltonian Floer complexes associated to continuous, and even lower semicontinuous, time-dependent exhaustion functions on geometrically bounded symplectic manifolds are constructed as well as functorial continuation maps associated to monotone homotopies between them, and operations which give rise to a product and unit. The work rests on novel techniques for energy confinement of Floer solutions as well as on methods of non-Archimedean analysis. The definition for general Hamiltonians utilizes the notion of reduced cohomology familiar from Riemannian geometry, and the continuity properties of Floer cohomology. Functorial properties and some applications to existence of periodic orbits and to displaceability are discussed in the paper. For further applications of the techniques see [\textit{Y. Groman} and \textit{W. J. Merry}, Comment. Math. Helv. 98, No. 2, 365--424 (2023; Zbl 1529.53079)].
