The matrices with fixed marginal sums are ordered according to the definition of majorization of \textit{A. W. Marshall} and \textit{I. Olkin} [Inequalities: Theory of majorization and its applications. (1979; Zbl 0437.26007)]. Necessary and sufficient conditions are given for maximal and minimal matrices. Applications to contingency tables and discrete bivariate distributions are discussed.
