Appearance of universal bundle structure in four-dimensional topological gravity

The author calculates the connection and curvature of the universal fibration of Riemannian manifolds, and compares them with the BRST algebra of four dimensional topological gravity. The paper contains also a series of considerations on the dimension of the moduli space, conformal gauge fixing and the construction of non-trivial observables.
