Let \(M\) be a compact \(2\)-dimensional manifold. Consider the eigenvalue value problem \[ d^*(ad\phi)+\lambda^2\rho\phi=0 \] for a Dirichlet form where \(a\) is a Lipschitz symmetric quadratic form and \(\rho\) is a Lipschitz function; the volume element \(dx\) is fixed and \(a\) and \(\rho\) are strictly positive with uniform bounds above and below. The parameter \(\lambda\) is the frequency of the eigenfunction \(\phi\). A spectral cluster of frequency \(\lambda\) is a linear combination of eigenfunctions with frequencies in the range \([\lambda-1,\lambda]\). The authors establish asymptotic bounds on the \(L^p\) norms of spectrally localized functions -- a key step in the proof is bounding the rate at which energy spreads for solutions to hyperbolic equations with Lipschitz coefficients. This setting includes the Laplace-Beltrami operator on a Riemannian manifold.
