    Let \(X\) be a proper variety over the complex numbers. The Néron-Severi group \(\mathrm{NS}(X)\) is the image of the map \(\mathrm{Pic}(X) \rightarrow \mathrm{H}^2(X,\mathbb{Z})\) which associates to a line bundle its cohomology class. If \(X\) is smooth, the Lefschetz \((1,1)\)-theorem states \[ \mathrm{NS}(X) = \mathrm{F}^1 \cap \mathrm{H}^2(X,\mathbb{Z}). \] In the smooth case one also knows that \(\mathrm{NS}(X)\) is isomorphic to the subgroup \(\mathrm{H}^2_{\mathrm{ZL}}(X,\mathbb{Z}) \subseteq \mathrm{H}^2(X,\mathbb{Z})\) of Zariski locally trivial elements. If \(X\) is singular the above characterizations of the Néron-Severi group are false. In this paper the authors prove the following formulation of the Lefschetz theorem in the irreducible seminormal case: if \(X\) is a proper seminormal variety over \(\mathbb C\) , then \[ \mathrm{NS}(X) = \mathrm{F}^1 \cap \mathrm{H}^2_{\mathrm{ZL}}(X,\mathbb{Z}). \]
