      Let \(E\) be a separable complex Hilbert space and \(H^2(E)\) be the space of \(E\)-valued \(H^2\)-functions on the unit circle \(\mathbb T\). If \(E, E_*\) are two separable Hilbert spaces, \(H^\infty(E\to E_*)\) denotes the Banach space of all bounded analytic functions on the unit disc \(\mathbb D\) with values in \({\mathcal L}(E,E_*)\). The de Branges-Rovnyak space \({\mathcal H}(b)\) of \(b\in H^\infty(E\to E_*),\;\|b\|_\infty\leq 1\), is the vector space of \(H^2(E_*)\)-functions in the range of the operator \((Id-T_bT^*_b)^{1/2}\), where \(T_b: H^2(E)\to H^2(E_*)\) is the corresponding Toeplitz operator. The authors obtain criteria for families of reproducing kernels in \({\mathcal H}(b)\) to have the Riesz basis property. In several cases, this implies a special form for \(b\). In particular, if a scalar-valued de Branges-Rovnyak space \({\mathcal H}(b)\) admits a Riesz basis of reproducing kernels, then \(b\) is necessarily an inner function. Conditions for the completeness of the set of difference quotients in \({\mathcal H}(b)\) are also found.
