    The author studies the Neumann problem for the Poisson equation, that is, \(-\triangle u=f\) in \(G\) and \(\frac{\partial u}{\partial n}=g\) on \(\partial G\) for a general open subset \(G\) of \(\mathbb{R}^{n}\). If the right-hand side of this equation is replaced by a distribution \(\mathcal{F}\), the problem is called the Neumann problem for the Poisson equation with the right-hand side \(\mathcal{F}\). It is shown that a solution is given by the Newton potential corresponding to a distribution \(B\) belonging to the set of all distributions with finite energy supported on the closure of \(G\). The solution is looked for in this form and the original problem is reduced to the integral equation \(TB=F\). If the equation \(TB=F\) is solvable, then the solution is constructed by the Neumann series. Necessary and sufficient conditions for the solvability of the equation \(TB=F\) are given for a wider class of bounded NTA domains, which may have a fractal boundary. The results generalize earlier results of \textit{D. Medková} [Czech. Math. J. 57, No. 4, 1107--1139 (2007; Zbl 1174.31305)].
