The authors discuss the method of characterizing the exponential dichotomy of linear skew product semiflows over semiflows via discrete semiflows associated with the ``continuous'' ones. This method has been known in the study of ordinary differential equations. With the obtained characterization of exponential dichotomy of semiflows the authors prove the roughness of exponential dichotomy under small perturbation.
