The existence and uniqueness of local non-negative strong solutions \((u,v)\) to the parabolic-elliptic system \[ \left.\begin{aligned} &\partial_t u = \nabla\cdot(\nabla u-u\nabla v)\\ &-\Delta v + v - v^p = u\end{aligned}\right\}\quad x\in\mathbb{R}^2, \;t>0, \] are established for \(p\in (1,\infty)\) under the assumption that the \(L^2\)-norm of \(u(0)\) is suitably small. Assuming in addition that the \(L^1\)-norm of \(u(0)\) is small, global existence and temporal decay estimates in \(L^q(\mathbb{R}^2)\), \(q\in (1,\infty]\), are obtained. In the absence of the source term \(-v^p\) in the second equation, the above system is the classical parabolic-elliptic Keller-Segel model for chemotaxis.
