The author considers the two problem on the arithmetical nature of the Dedekind sums. One is Rademacher's question about the signs of the Dedekind sums for three consecutive Farey fractions, and the problem is completely solved. The other is SaliƩ's problem on the exceptional values of the Dedekind sums. The exceptionality of the values 24, 34, 88, 214, 304, 344, 394 and 1060 is established. In the beginning of the paper some general lemmas are prepared, which have also their own independent interest. (After this work a big progress has been made in the latter problem by Ch. Nagasaka and the author, and finally by H. Saito, which will appear elsewhere.)
