The author formulates a general theory of optimal quantum measurements on the basis of the convex structure approach to axiomatic quantum mechanics by \textit{S. Gudder} [Commun. Math. Phys. 29, 249-264 (1973)] and obtains simple and general conditions for existence of Bayes optimal measurements by a method avoiding use of operator valued measure techniques. For this, a representation of convex prestructures and a characterization of a class of loss functions are obtained. An application of the results to Wald's theory of statistical decision functions is given.
