Construction of a new symmetric block design for \((78,22,6)\) with the help of tactical decompositions (Q1065806)

There exists a \((78,22,6)\) SBIBS; it is self-dual and its automorphisms group is a direct product of a Frobenius group \(F\) of order 39 and a group of order 2. For the proof a group of order 13 is assumed as group of automorphisms of \(D\); its orbit structure (a tactical decomposition of \(D\)) suggests to assume a special permutation of order 3 as automorphism, and the construction follows.
