The author has solved the following problem: Suppose we are given \(r>0\), an integer number \(k\geq 0\) and a sequence \(\{a_ k\}\) of complex numbers. Find a function f in the Besov space \(B^ 1_ 1\) on the unit circle T such that \(\max| f(z)| \leq r\) and the difference \[ r(z)=\sum^{\infty}_{k=1}a_ kz^{-k}-\sum^{\infty}_{k=1}\hat f(-k)z^{-k} \] is a rational function with all its poles in the unit disc and their total number (with multiplicities) not greater than k. In the case the Hankel operator defined by the above sequence \(\{a_ k\}\) is trace class a necessary and sufficient condition for the existence of solutions of the problem has been given.
