    Let \(\Omega_{\epsilon}\subset {\mathbb{R}}^ 2\) be a domain with a boundary \(\Gamma_{\epsilon}\) given by the equations \(y=\epsilon f(x)\), \(y>0\), and \(y=\epsilon g(x)\), \(y<0\), \(a\leq x\leq b\). The spectrum \(\lambda_ j(\epsilon)\) of the Neumann problem \(-\Delta u(x)=\lambda u(x),\quad x\in \Omega_{\epsilon},\quad \partial u/\partial n|_{\Gamma_{\epsilon}}=0,\) is considered and its behavior as \(\epsilon\) \(\to 0\) is investigated. It is shown that \(\lambda_ j(\epsilon)\to \lambda_ j\), \(\epsilon\) \(\to 0\), where \(\lambda_ j\) are the eigenvalues of some differential operator in \(L_ 2(a,b)\). The coefficients of this operator depend on f and g and boundary conditions are generically \(u'(a)=u'(b)=0\). Similar results hold for \(\Omega_{\epsilon}\subset {\mathbb{R}}^ d\) shrinking to \(\Omega_ 0\subset {\mathbb{R}}^{d-1}\).
