The subject of this paper is the Cauchy problem for perturbations of the system of partial differential equations known as Maxwells equations. The authors state that the motivation for the paper is that the perturbation of Maxwells equations is rarely considered directly and perturbations of the type they consider, which are not locally acting, offer a generality in formulation not available in the local case. The methodology of the paper is the use of nonstandard spectral theory of certain operators related to the stated partial differential equation problem together with standard semigroup techniques. The work is a continuation of the authors' work [J. Math. Anal. Appl. 97, 311-328 (1983; Zbl 0535.35054)].
