    For two given different primes p and q, a p-q-special group is a nonabelian special q-group L admitting a group \(H\simeq Cp^{\infty}\) of automorphisms acting trivially on L' and irreducibly on L/L'. Necessary and sufficient conditions for the existence of p-q-special groups are that p be odd while the multiplicative order of q modulo p be even. For any pair of primes p and q, satisfying the above conditions a construction is given for a ''universal'' p-q-special q-group V admitting a \(Cp^{\infty}\)-group H of automorphisms: i.e. any p-q-special group L is isomorphic to a quotient of V modulo a subgroup of V', and the action of the \(Cp^{\infty}\)-group on L is induced from the action of H on V.
