The first part contains preliminary results and constructions, which are used in the second. The author analyses an axiom system for fuzzy uniformities by isolating symmetry, the intersection property, and the triangle inequality. These pre-uniformities induce pre-topological closures [see the author's paper in ibid. 81, 378-390 (1981; Zbl 0466.54005)]. Four methods of constructing pre-uniformities on the fuzzy subsets of set E are presented. All four generalize the classical Hausdorff construction in various ways. Lastly the author uses level sets to identify the fuzzy subsets of E with a quotient space of the decreasing maps from (0,1] into the crisp subsets of E. In part II the author obtains generalizations of the Hausdorff uniformity on the closed fuzzy subsets of E and the Vietoris topology on the compact subsets. Analogues of classical theorems are proved for a fuzzy uniform space E with all its level spaces locally compact, metric, and separable. The author also studies upper and lower continuity and, as a corollary, proves continuity results for operations on fuzzy numbers in the sense of \textit{D. Dubois} and \textit{H. Prade} [Fuzzy Sets Syst. 2, 327-348 (1979; Zbl 0412.03035)].
