[For Part III, see \textit{P. Deift} and the author, Commun. Math. Phys. 90, 389-411 (1983; Zbl 0562.35026).] This is the fourth of a series of several papers on almost periodic Schrödinger operators. It deals with a discrete Schrödinger equation \[ h(u)(n)=u(n+1)+u(n-1)+\lambda \tan (\pi \alpha n+\vartheta)u(n) \] which \textit{D. R. Grempel, S. Fishman} and \textit{R. E. Prange} [Phys. Rev. Lett. 49, 833-836 (1982)] discovered and solved. It is shown that the eigenfunctions of h are a complete set of functions under suitable conditions for \(\alpha\) and \(\lambda\). The same is shown for the multidimensional analogoue of the above equation. The eigenfunctions are shown to decay exponentially and to be localized near lattice sites. Furthermore various spectral properties and properties of the Lyapunov index are discussed.
