    Let \(m\leq n\), q be positive integers and \(g(x),f_ 1(x),...,f_ m(x)\) polynomials with integral coefficients with regard to the variable \(x=(x_ 1,...,x_ n)\). Let \({\mathbb{Z}}/q\) denote the ring of residue classes mod q, and the degrees of polynomials \(g(x),f_ 1(x),...,f_ m(x)\) in the ring \({\mathbb{Z}}/q[x]\) are \(d,d_ 1,...,d_ m\), respectively. Suppose that \(V_ q^{m,n}\) is a set, the elements of which belong to \(({\mathbb{Z}}/q)^ m)\) and satisfy the system of equations \(f_ 1(x)=f_ 2(x)=...=f_ m(x)=0\). Write S(g, \(V_ q^{m,n})=\sum_{x\in V_ q^{m,n}}e^{2\pi ig(x)/f}\). Further, the polynomials \(g(x),f_ 1(x),...,f_ m(x)\) are restricted by some conditions, under which the author proves the following: Let \(q=P_ 1^{r_ 1} P_ 2^{r_ 2}... P_ s^{r_ s}\) be an odd positive integer, then for any real number \(\epsilon >0\), the inequality \[ | S(g), V_ q^{m,n})| \leq c(f,g,\epsilon)(\prod^{s}_{i=1}P_ i^{\phi (r_ i)}) q^{(n- m)/2+\epsilon} \] holds, where \(\phi (r)=m/2\), if \(r=1\); \(=0\), if \(r>1\).
