Let G be a connected simply connected complex semi-simple Lie group, and B be a Borel subgroup in G. The author compares two approaches to the study of simple G-modules: one connected with the flag manifold \(X=G/B\) and sheaves on it, and the other connected with the so-called ''orbit method'', which links representations of G with G-orbits in the dual \({\mathfrak G}^*\) to the Lie algebra \({\mathfrak G}\) of G. To make this comparison the author develops the general bivariant theory of Chern classes for singular varieties that enables him to give a new construction of Springer's representation and to relate characteristic classes of holonomic systems on the flag manifold to Weyl group representations.
