Finite planar near-rings whose blocks form balanced incomplete block designs (BIBD) fall into two categories, those whose basic blocks are subgroups, in which the blocks are the lines of an affine space, and those whose basic blocks are never subgroups. In the paper under review, the authors generalize some results previously given by \textit{M. Hall} jun. [Combinatorics, Proc. Sympos. Pure Math. 19, 109-113 (1971; Zbl 0293.05013)] and the first of the authors [Beitr. Geom. Algebra, No.6, Techn. Univ. München (1980)] to get another class of tactical configurations having families of substructures containing a common family of parallel lines.
